MOGADISHU — A high-level delegation from the Federal Republic of Germany has paid a working visit to Mogadishu aimed at strengthening bilateral cooperation with Somalia in the areas of migration management, border security, and combating irregular migration.

The German delegation was led by Colonel Niels Zimmermann, Head of Federal Government Relations at the German Federal Police. During the visit, the delegation held extensive talks with senior officials of Somalia’s Immigration and Citizenship Agency (ICA), led by the agency’s Director General, Mustafa Dhuxulow.

The visit, which took place in Mogadishu from January 21 to 22, 2026, focused on enhancing cooperation through experience-sharing and technical collaboration. Key areas discussed included migration management, border security, development of the Somali passport system, and joint efforts to counter human smuggling and irregular migration.

As part of the visit, the German delegation toured Aden Adde International Airport, where they observed passenger arrival and departure procedures, first- and second-line border control operations, document examination processes, the Fraud Detection Unit, and the overall border management system. The delegation also assessed the role of the Immigration and Citizenship Agency in safeguarding Somalia’s national security.

Director General Mustafa Dhuxulow formally welcomed the delegation and expressed appreciation to the German government for its recognition of Somalia’s diplomatic passport. He described the move as a sign of trust, mutual respect, and strong diplomatic relations between the two countries.

Dhuxulow reiterated the agency’s commitment to strengthening international cooperation, expanding partnerships with counterpart institutions, and promoting knowledge exchange to build a modern institution aligned with international standards and best practices.

Discussions between the two sides also covered the mandate and institutional structure of the Immigration and Citizenship Agency, its strategic priorities, and ongoing efforts to combat human trafficking, organized crime, and irregular migration across land, air, and sea borders. The talks further explored opportunities for future cooperation, technical assistance, information sharing, and capacity-building to enhance the skills and effectiveness of the agency’s personnel.
