NAIROBI — Questions have emerged over the management of the Kamukunji National Government Constituency Development Fund (NG-CDF), with residents and concerned stakeholders calling for a forensic audit into allegations involving staff tenure, bank account changes, and project implementation.
The concerns centre on claims that an NG-CDF official has remained in the same constituency office for more than 15 years despite public service transfer procedures. Allegations have also been raised that the official was transferred from Kamukunji to another station but later returned under unclear circumstances.
Critics are demanding answers on how the transfer was reversed, who approved the decision, and whether proper procedures were followed.
Residents have further questioned repeated changes involving the constituency fund’s banking arrangements, saying they want clarity on the movement of accounts between different banks, changes of signatories, and whether all transactions were properly documented and approved.
They are calling for a detailed audit to examine financial records, procurement processes, project approvals, payments, inspection reports, and the status of projects funded through NG-CDF.
Among the projects attracting attention is the alleged New Kamukunji Secondary School project, with residents demanding verification of whether allocated funds were released, who received payments, what work was completed, and whether the project exists as reported.
Some residents claim that despite billions of shillings allocated to the constituency over the years, there is a need for greater transparency on the impact of NG-CDF projects on the ground.
The allegations have also triggered political debate, with critics questioning the relationship between constituency officials and elected leaders. However, those mentioned in the claims have not been found guilty of any wrongdoing and would have the right to respond to the allegations.
Governance experts say independent investigations and transparent audits are essential to determine whether public funds have been properly managed and to restore public confidence in constituency development programmes.
The calls for scrutiny come amid wider national discussions on strengthening accountability, financial controls, and oversight of public resources in Kenya.
