Mogadishu: The Ministry of Transport and Civil Aviation of the Federal Republic of Somalia, in line with the decision made during the Council of Ministers meeting held on April 7, 2025—where the implementation of the National ID and integration of key public services was approved—has issued an important public notice to the Somali people.
The meeting emphasized the importance of linking all government public services to the National Identification Card issued by the National Identification and Registration Authority (NIRA).
In accordance with the directive from the Prime Minister of the Federal Government of Somalia, reference XRW/415/04/2025, issued on April 21, 2025, which aims to implement the integration of services and the national identity verification system—and with reference to:
• The Provisional Land Transport Act, reference JS-XM/D016/07/2007, issued on July 5, 2007, and
• Law No. 15, issued on January 1, 1971—
the Ministry now applies these regulations to all services it provides.
The Ministry informs the public that all services it offers are now tied to the use of the National ID Card issued by NIRA.
The ID card is required for the following categories:
• Shareholders of public transport companies
• Anyone applying for or renewing a driver’s license
• Anyone registering or modifying vehicle ownership
• Anyone applying for other transport-related licenses
This move is part of the National Transformation Plan, approved by the government in March 2025, aimed at improving service efficiency, supporting economic development, reducing identity-related fraud, and increasing public trust.
The Ministry encourages the public to obtain the National ID Card in order to receive services efficiently and quickly, and to contribute to economic growth and the use of modern technology.
