MOGADISHU — Somalia’s Deputy Prime Minister, Salah Ahmed Jama, has carried out an unannounced inspection of several key federal ministries and public institutions in Mogadishu, in what officials describe as part of a broader campaign to strengthen accountability and improve public service delivery.

The surprise visits, conducted on Wednesday, targeted the Ministry of Labour and Social Affairs, the Ministry of Livestock, the Ministry of Petroleum, and the Civil Service Commission. During the inspections, the Deputy Prime Minister held meetings with ministers, directors, and senior civil servants to assess performance, attendance, and the efficiency of service delivery.
In a statement released by his office, Jama said the initiative is intended to reinforce a culture of transparency and active oversight within the federal government.
“Maintaining consistent supervision is critical to ensuring transparency, efficiency, and delivery of services,” the Deputy Prime Minister said during one of the meetings. “Public institutions must always remain focused on serving the Somali people with diligence and accountability.”
Focus on Youth Employment and Institutional Reform
At the Ministry of Labour and Social Affairs, officials briefed Jama on ongoing national job creation programmes, including initiatives designed to expand employment opportunities for Somali youth — a group disproportionately affected by unemployment and underemployment.
The Deputy Prime Minister commended the ministry’s efforts but urged faster progress in implementing practical projects that directly benefit young citizens and vulnerable communities.
Meanwhile, his visit to the Ministry of Livestock and Ministry of Petroleum focused on operational efficiency and coordination of national projects tied to economic growth, agriculture, and energy development — key sectors in Somalia’s recovery strategy.
Strengthening Accountability Across Government Institutions
The inspections form part of a wider government initiative aimed at enhancing institutional performance, enforcing work discipline, and ensuring public resources are managed responsibly.
Officials say the Deputy Prime Minister intends to continue similar visits to other ministries in the coming weeks, as part of what is being described as a “governance oversight drive.”
Political analysts in Mogadishu view the move as a signal of the government’s commitment to tightening administrative discipline amid public criticism over inefficiency and corruption within some public offices.
“This marks a shift towards results-based governance,” said a local governance expert. “By making surprise inspections, the Deputy Prime Minister is sending a message that accountability will no longer be optional.”
Background: Reform Efforts Under the Current Administration
The administration of Prime Minister Hamza Abdi Barre has prioritized institutional reform, transparency, and rebuilding public confidence in government operations. The Deputy Prime Minister, Salah Ahmed Jama, who also chairs several inter-ministerial committees, has been at the forefront of these governance and reform efforts.
Observers say such inspections could boost morale among diligent civil servants while discouraging absenteeism and inefficiency across government departments.
