MOGADISHU — The Federal Government of Somalia is set to launch a new Electronic Travel Authorization (ETA) system that will regulate passenger travel to and from the country, including flights to Mogadishu, Hargeisa, Garowe, and Bosaso. The system is scheduled to take effect on 27 November 2025.

According to government documents, the ETA will be fully linked with airline Departure Control Systems (DCS) and Passenger Name Record (PNR) systems, ensuring that passengers cannot board flights to Somalia without prior approval. Airlines will be required to verify that all travelers have obtained authorization before issuing boarding passes.

The system will allow Somali authorities to access detailed traveler information, including names, dates of birth, passport details, travel dates, previous visas, ticket information, and destinations within Somalia. Officials say it provides real-time oversight of passengers and allows immigration authorities to refuse boarding to those without authorization.

Experts say the ETA is stricter than electronic visas (E-visa) and will impact airlines such as FlyDubai and Ethiopian Airlines, which must ensure passengers are cleared before boarding.

Government officials describe the ETA as a security and political measure, giving Somalia full control over its airspace and inbound travel while modernizing the country’s immigration system. Observers also say it could help monitor or restrict entry for individuals deemed security risks.

The launch of the ETA is seen as a major step in aligning Somalia’s travel and border management with international standards, and travelers are urged to familiarize themselves with the new rules ahead of its rollout.
