MOGADISHU — The Federal Government of Somalia’s Cabinet has approved several significant laws and international agreements during its weekly meeting on Wednesday, marking a major step forward in the country’s legal and governance framework.
The session, chaired by Prime Minister Hamza Abdi Barre, saw the Cabinet ratify the Somali Penal Code, a long-delayed legislation developed after extensive consultations with religious scholars, civil society groups, and legal experts. The new code has been carefully aligned with Islamic law, Somalia’s constitution, and international human rights standards, aiming to modernize the country’s justice system and ensure stronger rule of law.
Cabinet ministers also held in-depth discussions on the creation of a National Environmental Management Agency, the first of its kind in Somalia. Officials highlighted the urgency of such legislation given the country’s increasing climate challenges and widespread environmental degradation, including deforestation and desertification. The agency is expected to oversee environmental planning, regulation, and sustainable resource management nationwide.
Other key legislations and international agreements approved by the Cabinet include:
1. A Bilateral Agreement with Algeria on cooperation in oil, gas, and mineral resources.
2. The Draft Law Establishing the National Environmental Management Agency.
3. The Draft Somali Penal Code.
4. Ratification of the International Convention on Salvage at Sea (SAR Convention 1979).
5. Ratification of the Geneva Conventions of 12 August 1949, including the Additional Protocols.
The Cabinet also received updates on security developments and the progress of election preparations, reflecting ongoing national efforts to stabilize governance and ensure electoral integrity.
In his closing remarks, Prime Minister Hamza urged government institutions to actively participate in mediation and peacebuilding initiatives to address ongoing clan conflicts in various regions of the country. The Ministry of Interior was tasked with leading these efforts, emphasizing the government’s commitment to promoting national reconciliation and security.
Observers say the approval of the penal code and the environmental agency bill represents a major milestone in Somalia’s post-conflict reconstruction, signaling a renewed focus on rule of law, human rights, and sustainable development.
