ADDIS ABABA, (HAN) — The Chairperson of the African Union Commission, Mahmoud Ali Youssouf, on Monday welcomed the appointment of Dr. Abdiwali Mohamed Ali Gaas, a Somali-American economist and politician, as the African Union’s Special Envoy and Head of Mission to South Sudan.

In a statement, the African Union said Dr. Gaas’s appointment reflects the organization’s confidence in his extensive leadership and diplomatic experience at a time when South Sudan is navigating a critical phase in its peace and state-building process.

Dr. Gaas, who holds a doctorate in economics, previously served as Prime Minister of Somalia from June 2011 to October 2012, during a period marked by efforts to rebuild Somalia’s fragile institutions after two decades of civil conflict. During his tenure, he oversaw key reforms in governance and economic management and worked closely with international partners to strengthen Somalia’s transitional government.

He later served as President of Somalia’s Puntland State from 2014 to 2019, where he focused on administrative reforms, improving security, and promoting economic development. His leadership in Puntland was widely recognized for efforts to enhance local governance and stability in one of Somalia’s most politically active regions.

AU Chair Mahmoud Ali Youssouf praised Dr. Gaas’s appointment, describing him as a “leader of vision and integrity” with deep understanding of peacebuilding and regional cooperation.

“Dr. Gaas brings a wealth of experience in governance, negotiation, and post-conflict reconstruction,” Youssouf said. “His leadership will be instrumental in supporting South Sudan’s ongoing peace process and strengthening the African Union’s engagement in the region.”

South Sudan, which gained independence in 2011, continues to face political and security challenges despite multiple peace agreements aimed at ending years of internal conflict. The African Union has maintained a strong presence in the country, working alongside regional organizations to facilitate dialogue, reconciliation, and institutional development.

Dr. Gaas’s appointment underscores the African Union’s commitment to fostering African-led solutions to continental challenges and highlights the growing role of Somali statesmen in regional diplomacy.
