HALGAN – The Ethiopian National Defense Forces (ENDF) have announced plans to establish a new military base in Jicibow, Halgan district, in Hiran region, is part of efforts to strengthen their presence in the central regions of Somalia.

Colonel Rahel Tesfaye, the ENDF commander in Halgan, confirmed on Thursday that her forces would soon set up the outpost. She said the move is intended to bolster ongoing operations against extremist groups active in the region.
The announcement comes amid intensified clashes with the militant group Al-Shabaab, across Hiiraan. Ethiopian troops—operating under the African Union peacekeeping mission and bilateral security agreements—have been instrumental in supporting Somali security forces and allied Macawisley militias battling the insurgents.
Strategically, Jicibow lies along the vital corridor linking Halgan and Buuloburde, two districts seen as critical to controlling movement and supply lines in Hiiraan. Security officials believe the new base will enhance coordination with Somali forces, secure transport routes, and improve protection for surrounding communities vulnerable to militant attacks.
While the presence of Ethiopian forces has sparked mixed reactions among residents, community elders in Halgan welcomed the decision, expressing hope that the outpost would help restore stability in the area.
Thia move comes as Al-Shabaab recently recaptured the strategic crossroads towns of Moqokori and Mahas—locations liberated nearly three years ago—raising fresh concerns over the group’s resurgence in central Somalia.
