MOGADISHU — Somalia’s Minister of Petroleum and Mineral Resources, Daahir Shire Mohamed, has held a high-level meeting with the Speaker of the Federal Parliament, Sheikh Aadan Mohamed Nuur (Madoobe), to explore ways to strengthen collaboration between the executive and legislative branches in the management of the country’s expanding petroleum and mineral sectors.
The meeting, held in Mogadishu, centered on aligning national policies, laws, and institutional frameworks that govern Somalia’s natural resources. Minister Daahir described the talks as “fruitful and constructive,” noting the importance of parliamentary support in advancing key legislation that ensures transparency, accountability, and fair benefit-sharing from the extraction of oil, gas, and minerals.
“We are committed to working closely with Parliament to advance legal and institutional reforms that promote responsible resource management for the benefit of all Somalis,” Minister Daahir said after the meeting. “Somalia’s petroleum and mining sectors have the potential to drive economic transformation and sustainable growth if developed under strong and inclusive governance.”
Speaker Sheikh Aadan Mohamed Nuur (Madoobe) reaffirmed the Parliament’s readiness to cooperate with the Ministry in facilitating the passage of crucial laws that attract investment while safeguarding Somalia’s national interests.
He emphasized the need for effective oversight, transparency, and public participation, stressing that equitable revenue-sharing would be vital as Somalia moves toward developing its energy and mineral industries.
The Ministry of Petroleum and Mineral Resources has been intensifying its efforts to attract international investors and complete regulatory frameworks, following Somalia’s recent success in reasserting control over its offshore oil blocks and onshore exploration zones.
In recent years, the government has worked with global partners to update the Petroleum Law, establish a National Oil Company, and negotiate a Resource Revenue Sharing Agreement between the Federal Government and Federal Member States — aimed at ensuring that revenues from natural resources are shared fairly across the country.
The meeting between Minister Daahir and Speaker Madoobe is part of a broader national effort to guarantee that Somalia’s resource development contributes not only to economic growth, but also to national unity, job creation, and long-term stability.
