Garowe — The Puntland State of Somalia has reiterated its commitment to unity and constitutional governance in response to renewed calls for self-administration by the Dhulbahante clan, following their declaration of autonomy in Lasanod last year.

In a statement issued on Wednesday, Puntland’s Ministry of Interior, Federal Affairs, and Democratization voiced support for the February 6, 2023, resolution made by Dhulbahante elders in Lasanod, which affirmed the clan’s right to self-determination. The ministry acknowledged the clan’s significant role in reclaiming Lasanod and surrounding areas from Somaliland control on August 25, 2023.

While backing the Dhulbahante’s aspirations, the ministry emphasized that any political restructuring must adhere to the legal and constitutional framework established by Puntland’s founding communities in 1998.

“The people of Sool and Cayn have been integral to the formation of Puntland and remain a vital part of the state under Article 7 and Article 138 of the Puntland Constitution,” the ministry stated.

The government stressed that no sub-region or clan within Puntland can unilaterally create a separate administration without inclusive consultation and due legal process.

Additionally, the ministry condemned what it called “blatant interference” by the Federal Government of Somalia in Puntland’s internal affairs, accusing Mogadishu of attempting to destabilize the region and obstruct its counter-terrorism operations targeting ISIS and al-Shabaab militants.

“Puntland calls on its citizens to uphold unity, safeguard peace, and defend the integrity of our regional state,” the statement concluded.

The remarks also reflect mounting tensions between Puntland and federal authorities in Mogadishu, amid broader disputes over governance and regional autonomy across Somalia.
