Mogadishu – Somalia’s National Intelligence and Security Agency (NISA) has issued a stern warning to the public—especially business owners—not to pay what extremist groups refer to as “Zakat” or “Baad” (extortion money) to Al-Shabaab.
In an official statement, NISA confirmed that it is conducting a thorough investigation into financial transactions that may be supporting terrorist operations. The agency stated that particular focus is being placed on funds funneled to Al-Shabaab under the guise of “Zakat,” a practice the militant group uses to extort money from the public.
“Anyone who pays this so-called Zakat to the militant group will be considered directly complicit in the crime of financing terrorism, as outlined under Somali law and international counterterrorism agreements,” the statement declared.
NISA further warned that legal action will be taken immediately against individuals found guilty of making or facilitating such payments. This enforcement effort will be carried out in coordination with other national security institutions.
The agency also called on Somali citizens and the business community to stand firm against pressure from extremist groups and to report any threats or demands to the appropriate security authorities without hesitation.
NISA concluded by stressing the need for collective national efforts to stop the financing of terrorism in order to protect Somalia’s peace, stability, and sovereignty.
