MOGADISHU — The Federal Minister of Petroleum and Mineral Resources today addressed the House of the People to present a new Mining Bill, describing it as a crucial step toward ensuring transparent, accountable, and sustainable management of Somalia’s mineral wealth.
During his address, the minister emphasized that the proposed law forms part of the government’s ongoing efforts to build a modern and fair regulatory framework that promotes responsible investment and equitable benefit-sharing across the country.
The minister explained that the new mining legislation is designed to strengthen institutional governance, enhance investor confidence, and ensure that Somalia’s natural resources are managed in a manner that benefits all citizens.
“This draft bill is one of the government’s most important initiatives to establish a transparent, fair, and responsible system for managing our mineral resources,” he told lawmakers. “It will create clarity for investors, protect the environment, and ensure that local communities benefit from mining operations.”
He further highlighted that Somalia’s mineral sector has significant untapped potential, including deposits of gold, uranium, gemstones, and other valuable resources that could contribute greatly to the country’s economic growth if managed properly.
In his speech, the minister urged members of parliament to fulfill their constitutional duty by reviewing and approving the bill. He said the law would not only support domestic economic growth but also attract foreign investment and promote technological development within the sector.
“I call on all honorable members to support this bill in the interest of our nation’s future,” he said. “Its passage will mark an important step in rebuilding Somalia’s economy, creating jobs, and improving livelihoods for our people.”
The introduction of the Mining Bill comes amid the government’s broader economic reform agenda, which includes revising outdated legislation, improving resource governance, and aligning national policies with international best practices.
Officials say the new framework will also help Somalia combat illegal mining activities, strengthen environmental protection, and establish clear guidelines for revenue sharing between federal and regional authorities.
Lawmakers are expected to debate and vote on the draft bill in the coming weeks. If approved, the law would lay the foundation for a modern mining governance system — one that supports sustainable development and enhances public trust in the management of Somalia’s natural resources.
