MOGADISHU – Somalia has formally joined East African countries in endorsing a new Monitoring and Evaluation (M&E) policy framework, following a three-day regional conference held in Nairobi. The meeting brought together technical experts and senior officials from across the East African Community (EAC) to define a unified regional approach to accountability, performance tracking, and evidence-based planning.

Somalia was represented by Mahmoud Saeed Nur, Director of the Monitoring and Evaluation Department at the Ministry of Planning, Investment and Economic Development. In his address to the conference, he highlighted Somalia’s recent efforts to build a data-driven national M&E system capable of improving government transparency and strengthening tracking of development programmes.

The new EAC policy—presented to delegates throughout the conference—aims to harmonize monitoring and evaluation standards across member states. It places emphasis on joint performance monitoring, stronger institutional accountability, improved public-service delivery, and greater economic efficiency.

Participants from across the region commended Somalia’s active engagement and the perspectives it contributed. Several officials described Somalia’s input as “valuable and forward-looking,” noting that it enriched regional understanding of how robust monitoring systems can support clear decision-making and effective governance.

At the end of the conference, EAC member states agreed to forward the finalized policy and its implementation framework to the Council of Ministers for formal approval. If endorsed, the policy will mark a significant step towards strengthening and harmonizing monitoring and evaluation mechanisms across the entire East African region.

Observers say the move could help accelerate progress on regional development goals by promoting greater transparency, coordinated planning, and stronger oversight systems within the EAC.
