MOGADISHU — The Federal Government of Somalia has issued a new directive targeting all cargo ships heading toward Somali territorial waters, including those destined for ports in Somaliland.
Under the new instructions, shipping companies must now submit full cargo information, including where the goods were loaded, proof of payment, and the exact route taken by the vessel. All documentation must be processed through the Electronic Cargo Tracking Note system, known as ECTN.

Officials say the move aims to increase transparency, enhance maritime oversight, and improve revenue collection across Somali ports.
The system also helps authorities monitor the movement of goods, reduce illegal shipments, and strengthen national security measures.

The announcement comes amid recent tensions between Somalia and Somaliland over issues related to airspace management — a dispute that sparked widespread debate across the Horn of Africa.
The government’s new shipping directive is seen by analysts as part of a broader effort to reassert federal regulatory authority over all maritime and aviation matters.
