MOGADISHU — Somalia’s bicameral Federal Parliament convened a joint sitting of its seventh session on Saturday at the House of the People in Mogadishu, where lawmakers overwhelmingly approved the government’s 2024 budget execution report.

The session — chaired by Speaker of the Lower House Sheikh Adan Mohamed Nur “Madoobe” and attended by deputy speakers from both chambers — focused on the final reading of the Ministry of Finance’s annual budget implementation report.

Presenting the findings, Abdi Ibrahim Warsame (Qowdhan), chair of the parliamentary committee on Budget, Finance, Planning, International Cooperation and Government Oversight, said the report had undergone extensive scrutiny. He noted that members of both the Upper House and Lower House budget committees had jointly reviewed the government’s financial performance over several weeks in an effort to improve transparency and legislative oversight.

Following the presentation, lawmakers from both houses cast their votes. The report was approved with a significant majority: 167 MPs voted in favour, two opposed, and one abstained — signalling strong parliamentary confidence in the government’s fiscal management for the year.

In his closing remarks, Speaker Madoobe said the legislature faces an intensive agenda during the current session. He emphasised that one of parliament’s top national priorities remains the long-delayed review and completion of Somalia’s provisional constitution — a cornerstone of the country’s state-building process.

Madoobe urged lawmakers to approach the constitutional tasks with unity and urgency, describing them as “essential for strengthening governance, consolidating federalism, and guiding Somalia’s political future.”

The joint session marks the formal start of what is expected to be one of the most demanding legislative periods in recent years, as the government seeks to accelerate reforms ahead of future political timelines.
