TRIPOLI, (HAN) – The UN Refugee Agency (UNHCR) confirmed that only 13 people survived after a boat carrying 74 passengers capsized off the coast of Tobruk in eastern Libya. The incident, which occurred in the Mediterranean waters near Tobruk, is one of the deadliest maritime accidents in the region in recent months.

UNHCR officials said that search and rescue teams, including local authorities and humanitarian organizations, are continuing operations to locate missing passengers, but the chances of finding more survivors are diminishing. Many of those on board are believed to be from Sudan, a country grappling with prolonged conflict, political instability, and widespread civil unrest.
Eyewitnesses and survivors reported that the overcrowded vessel encountered rough seas shortly after departing from the Libyan coast. Survivors described chaos as the boat began to sink, with many unable to swim or secure life jackets. Rescue teams pulled the 13 survivors from the water, some showing signs of hypothermia and exhaustion.
It remains unclear whether any Somali nationals were among the passengers, as passenger lists were reportedly incomplete or not available. UNHCR called on Libyan authorities and regional partners to ensure proper identification and support for the victims and survivors.
The agency also highlighted the broader dangers faced by migrants attempting to cross the Mediterranean in search of safety and better opportunities. Many migrants rely on unsafe, overcrowded vessels operated by traffickers, exposing them to life-threatening risks.
“This tragedy underscores the urgent need for international cooperation to protect vulnerable migrants and prevent further loss of life at sea,” a UNHCR spokesperson said. Humanitarian groups have urged governments to increase rescue capacities along the Mediterranean route and provide safe alternatives for those fleeing conflict and persecution.
