Horn of Africa: IGAD and AfDB Launch Stability Project

ADDIS ABABA — The Intergovernmental Authority on Development (IGAD) and the African Development Bank have launched a new initiative aimed at improving early warning systems and preventing crises across the Horn of Africa.

The programme, known as the SECURES-IGAD Project (Strengthening Early-warning Data and Crisis-prevention for Regional Stability in IGAD Member States), is designed to enhance data-driven monitoring and strengthen institutional capacity to anticipate and respond to emerging risks in fragile settings.

The project will focus on Djibouti, Sudan, Somalia, and South Sudan, with particular emphasis on improving coordination between early warning systems and timely preventive action.

According to officials, the initiative will also reinforce the Conflict Early Warning and Response Mechanism (CEWARN), a key IGAD framework for tracking and responding to conflict risks in the region.

The launch brought together representatives from IGAD, the African Development Bank, and member states for technical discussions on implementation, including financial management, procurement, monitoring and evaluation, and gender-responsive programming.

Officials said the partnership reflects growing efforts to strengthen regional resilience and reduce vulnerability to conflict and instability across the Horn of Africa.
