Somalia declares regional state leaders should be referred to as “Leaders,” Not “Presidents”

MOGADISHU — Somalia’s Federal Government has formally announced that the heads of federal member states should no longer be referred to as “Presidents” but instead as “Leaders,” in line with provisions outlined in the country’s recently finalized constitutional framework.

The announcement was made by Interior Minister Ali Yusuf Ali Hosh during the inauguration ceremony of South West State Leader Sheikh Adan Mohamed Nur, where several senior federal and regional officials were in attendance.

Among those present were SSC-Khaatumo Leader Abdikadir Ahmed Aw-Ali (Firdhiye), Hirshabelle Leader Ali Guudlaawe Hussein, and other regional representatives.

Speaking at the event, the minister said the constitutional arrangement clearly defines the heads of federal member states as “Leaders,” while the title of “President” is reserved exclusively for the President of the Federal Republic of Somalia.

The move is expected to reinforce the constitutional distinction between the federal government and regional administrations within Somalia’s federal system. Supporters argue that the change clarifies institutional roles and strengthens the hierarchy established under the constitution.

The issue of official titles has long been politically sensitive in Somalia, where regional administrations have traditionally referred to their elected heads as presidents. The federal government’s latest position appears aimed at standardizing official terminology in accordance with constitutional provisions.

It remains unclear whether all federal member states will immediately adopt the new designation in official communications and public affairs. However, the announcement signals Mogadishu’s intention to align government institutions with the constitutional framework as the country continues its state-building and governance reforms.
