Abdulqadir Mohamed Noor (Jama) Formally Assumes Leadership of Somalia’s House of the People

MOGADISHU — The newly elected Speaker of the House of the People of the Federal Parliament of Somalia, Abdulqadir Mohamed Noor (Jama), has officially assumed office following a formal handover ceremony held in Mogadishu.

The leadership transition took place at the Villa Hargeisa headquarters of the Speaker’s Office and Parliamentary Committees, bringing together senior parliamentary officials and other government representatives.

Among those attending the ceremony were First Deputy Speaker of the House of the People, Sadia Yasin Haji Samatar, and Second Deputy Speaker, Abdullahi Omar Abshirrow, along with other parliamentary officials and dignitaries.

During the ceremony, the Second Deputy Speaker expressed appreciation to the committee responsible for overseeing the election of the Speaker, commending its efforts in organizing and completing the electoral process.

He also praised First Deputy Speaker Sadia Yasin Haji Samatar for her leadership and work while serving as acting Speaker of the House of the People during the transition period.

Sadia Yasin Haji Samatar, for her part, thanked the Speaker’s election committee for its work and emphasized the importance of continued cooperation among members of Parliament and parliamentary leadership.

She also called for the continuation of the legislative work of the House of the People and emphasized the need for cooperation in ensuring that Parliament effectively fulfills its constitutional responsibilities.

In his first remarks after formally taking over the position, Speaker Abdulqadir Mohamed Noor (Jama) pledged to lead the House of the People based on justice, transparency, unity and institutional responsibility.

He said strengthening the legislative process would be among his key priorities, alongside protecting the constitutional role of Parliament and working in the broader public interest.

The new Speaker also called on all members of the House of the People to work together and actively participate in fulfilling the constitutional responsibilities entrusted to them by the Somali people.

He emphasized that cooperation and unity among lawmakers would be essential to achieving the objectives and aspirations of the House of the People and strengthening the effectiveness of Somalia’s federal parliamentary institutions.

The formal handover comes shortly after the election of Abdulqadir Mohamed Noor (Jama) as Speaker of the House of the People, marking the beginning of his official tenure at the helm of Somalia’s lower house of Parliament.

The transition is expected to provide a new phase of parliamentary leadership as lawmakers continue to address legislation, constitutional matters, oversight of government institutions and other issues of national importance.

Speaker Abdulqadir’s commitment to transparency, unity and strengthening the legislative function is expected to shape the priorities of the House of the People during his tenure.

The ceremony concluded with calls for greater cooperation among parliamentary leaders and lawmakers and for the House of the People to remain focused on its constitutional mandate and the interests of the Somali people.

The new Speaker now formally takes responsibility for leading Somalia’s lower house of Parliament at a time when effective legislation, institutional cooperation and respect for constitutional procedures remain central to the country’s political development.
