Marco Rubio Urges Horn of Africa Nations to Respect Sovereignty and Territorial Integrity

WASHINGTON, D.C. — U.S. Secretary of State Marco Rubio has urged countries in the Horn of Africa to respect the sovereignty and territorial integrity of neighbouring states and avoid cross-border actions that could further escalate regional tensions.

Rubio made the remarks during a telephone conversation with Ethiopian Prime Minister Abiy Ahmed, during which the two officials discussed regional developments and bilateral relations between the United States and Ethiopia.

According to the U.S. State Department’s official statement, Rubio stressed that all countries in the Horn of Africa must respect the sovereignty and borders of neighbouring nations. He also warned against further conflict in a region already facing significant security and political challenges.

The conversation comes amid growing concerns over tensions between Ethiopia and Eritrea. The two neighbouring countries signed a peace agreement in 2018, ending two decades of hostility and a prolonged period of strained relations following their border war.

Relations between Addis Ababa and Asmara remain an important factor in the wider security situation across the Horn of Africa, where diplomatic efforts have sought to prevent renewed confrontation and maintain regional stability.

Abiy Describes Talks as Productive

Ethiopian Prime Minister Abiy Ahmed described his conversation with Rubio as productive, saying the two sides discussed key issues relating to bilateral relations, regional affairs and international developments.

Abiy said the discussion reflected the commitment of both countries to transforming their longstanding relationship into a practical strategic partnership.

The exchange highlights Washington’s continued diplomatic engagement with Ethiopia and its interest in promoting stability across the Horn of Africa.

U.S. Emphasises Regional Stability

The United States has underscored the importance of resolving regional disputes through diplomacy while respecting the sovereignty and territorial integrity of all countries.

Rubio’s reported remarks come at a sensitive time for the Horn of Africa, where tensions between neighbouring states can have broader implications for regional security, trade and political cooperation.

Respect for internationally recognised borders and the peaceful resolution of disputes remain central principles in efforts to prevent further escalation and maintain stability across the region.

Further diplomatic engagement among regional governments and international partners is likely to remain important as countries seek to address outstanding disagreements and avoid a return to conflict.
