MOGADISHU — Somalia has taken a significant step forward in strengthening the protection and promotion of human rights after the Upper House of Parliament on Tuesday formally approved the members of the National Independent Human Rights Commission.

The endorsement marks the final legislative step in a process that has been under discussion for several years, aimed at establishing an autonomous body with the authority to investigate abuses, monitor violations, and advise the government on human rights obligations.

The commission had already been endorsed by the Council of Ministers and later by the Lower House, meaning all three branches of the federal legislative system have now unified behind the creation of the body. Officials say the decision reflects a growing national consensus on the need for stronger human rights safeguards in the country.

The approval completes years-long efforts to build a nationwide, constitutionally grounded system capable of protecting citizens’ rights. It also fulfils commitments made during a series of national dialogues on human rights, including resolutions adopted at the National Human Rights Conference held earlier this year.

Government officials described 2025 as a “milestone year” for Somalia’s human rights agenda, pointing to several reforms initiated since the conference, including new policy frameworks and improved coordination between federal institutions.

The establishment and ratification of the new commission is seen as the most critical of these reforms. Authorities say the body will play a central role in documenting violations, ensuring accountability, and helping the country meet both domestic and international human rights standards.

In a statement, the Federal Government said the approval was “a clear signal that Somalia is moving in the right direction” and expressed confidence that the commission will inspire deeper reforms in the years ahead. Officials added that the government remains committed to safeguarding the dignity and rights of all Somali citizens as part of its broader state-building agenda.
