MOGADISHU — Somalia’s Speaker of the House of the People, Sheikh Adan Mohamed Noor (Madoobe), held a high-level meeting in his office with the European Union Ambassador to Somalia, Francesca Di Mauro, to discuss ongoing cooperation and efforts to strengthen the country’s governance and legal frameworks.
According to officials, Ambassador Di Mauro briefed the Speaker on the EU mission’s priorities and ongoing programs supporting Somalia’s state-building efforts. She praised the Somali Parliament for its role in developing foundational laws essential to the country’s governance, noting that strong legal institutions are crucial for Somalia’s long-term stability and democratic development.
The talks focused on deepening cooperation between the House of the People and the EU delegation, particularly in areas related to legislative development, institutional strengthening, and oversight. Both sides underscored the importance of accelerating progress on key governance reforms as Somalia continues to rebuild state institutions after decades of conflict.
A significant part of the discussion centred on the ongoing review and completion of Somalia’s provisional constitution, a process seen as vital to clarifying the country’s governance structure, political rights, and division of powers. Ambassador Di Mauro reaffirmed the EU’s readiness to support Somalia through technical expertise, capacity-building programs, and financial assistance aimed at strengthening democratic processes.
Speaker Madoobe expressed his appreciation for the EU’s consistent support to Somalia across multiple sectors, including governance, security, and development. He emphasized that the House of the People is prioritizing the completion of the constitutional review process, which he described as essential for restoring full political rights to Somali citizens and ensuring that future elections reflect the direct will of the people.
“We are committed to finalizing the constitution and returning power to the hands of the Somali people so they can freely elect their leaders,” Speaker Madoobe said, reaffirming Parliament’s role in advancing democratic reforms.
The meeting highlighted the shared commitment of Somalia and the European Union to strengthen the rule of law, improve governance structures, and support the country’s path.
