MOGADISHU – Somalia’s Deputy Minister of Foreign Affairs, Ali Balcad, has reiterated the Federal Government’s long-standing position that Somaliland remains an integral part of the country. His remarks came during an interview with DooxaNews, where he emphasized that Mogadishu views Somaliland’s status as inseparable from Somalia’s national sovereignty and territorial integrity.

Speaking in Mogadishu, Balcad said the government’s stance on unity is “firm and non-negotiable,” stressing that Somaliland “has always been part of Somalia and continues to fall under the constitutional framework of the Somali state.”

The deputy minister noted that relations between Mogadishu and Hargeisa should be guided by dialogue, cooperation, and direct engagement. He underlined that the Federal Government is ready to advance discussions on security collaboration, trade links, and essential public services to benefit communities on both sides.

According to Balcad, Somalia prioritises national unity as a foundation for stability in the wider Horn of Africa region. He urged that any political dialogue must be calm, constructive, and driven by the wider public interest rather than competing agendas.

“The talks must be genuine and based on mutual benefit,” he said, adding that cooperation is essential for improving development, maintaining peace, and addressing shared challenges across the region.

His comments come at a time when relations between the Federal Government and Somaliland remain strained, amid ongoing debates about governance, autonomy, and the future of political dialogue.
