Mogadishu — In a major step toward modernizing Somalia’s digital infrastructure, the Federal Government of Somalia and the United Nations Development Programme (UNDP) have signed a new Memorandum of Understanding (MoU) aimed at accelerating the country’s digital transformation.
The agreement was formalized during an official signing ceremony held at the Ministry of Communications and Technology headquarters in Mogadishu. The event was presided over by Somalia’s Minister of Communications and Technology, H.E. Mohamed Adan Maalim, and the UNDP Resident Representative in Somalia, Mr. Lionel Laurens. The ceremony was also attended by the Ministry’s Director General, various departmental heads, and senior officials from the UN system.
The MoU establishes a framework for long-term cooperation between UNDP and the Ministry of Communications and Technology, focusing on several key areas: expanding digital public infrastructure, improving e-governance, enhancing digital literacy, and supporting innovation and technology-driven solutions across Somalia.
Mr. Laurens highlighted the strategic importance of this partnership, noting that digital transformation is a cornerstone of sustainable development in the 21st century. “UNDP remains deeply committed to supporting Somalia’s journey toward inclusive and resilient digital progress. This partnership will help strengthen governance, improve service delivery, and open up new economic opportunities for Somali citizens,” he said.
Minister Mohamed Adan Maalim welcomed the agreement as a milestone in Somalia’s path toward a knowledge-based, digitally empowered society. He emphasized that the MoU reflects a shared vision and mutual commitment to building the digital foundations needed for a modern and transparent government.
“This is not just a signing ceremony—it is a clear declaration of our joint intent to bring Somalia into the digital age. With the support of UNDP, we aim to leverage technology to improve public services, strengthen institutions, and create opportunities for our youth,” the Minister said. He also expressed appreciation to the UNDP and the UN Resident Coordinator’s Office for their continued support in advancing digital development and good governance in Somalia.
This partnership builds on previous UNDP-supported initiatives in Somalia, including digital skills training, e-governance reforms, and support for government data systems. Going forward, both parties plan to collaborate on designing inclusive digital strategies, building cybersecurity capacity, and promoting innovation hubs to harness the creativity and potential of Somalia’s young population.
The signing of this MoU marks a new chapter in Somalia’s digital journey—one that promises to strengthen institutions, empower citizens, and pave the way for a more connected, innovative, and resilient nation.
