Turkey’s Possible F-35 Return Raises Questions as Ankara Expands Military Role in Somalia

MOGADISHU — Turkey could soon move closer to regaining access to the American-made F-35 fighter jet program after the United States indicated plans to ease sanctions on Ankara, a development that may significantly strengthen Turkey’s military capabilities as it expands its security partnerships, including in Somalia.

According to reports, Washington is considering the transfer of an initial batch of six F-35 stealth fighter jets to Turkey if restrictions imposed under the Countering America’s Adversaries Through Sanctions Act (CAATSA) are formally lifted.

The sanctions were introduced in 2020 after Turkey acquired Russia’s S-400 air defense system. The purchase led the United States to remove Ankara from the F-35 program over concerns that the Russian system could pose risks to the aircraft’s advanced technology and NATO security.

Former U.S. President Donald Trump has indicated support for removing the sanctions, describing Turkey as a partner and signaling interest in rebuilding defense cooperation between the two NATO allies after years of disagreement over military procurement and regional issues.

For Somalia, the development comes as Turkey continues to expand its defense and security presence in the country.

Turkey operates the TURKSOM military training facility in Mogadishu, its largest overseas military base, where Somali forces have received training and support. Ankara has also strengthened military cooperation with Somalia through drone operations, naval cooperation, intelligence sharing, and logistical assistance.

Recently, Somalia confirmed that Turkish F-16 fighter jets conducted their first publicly acknowledged combat operation against Al-Shabaab militants in the Lower Shabelle region, highlighting the growing depth of security cooperation between the two countries.

If Turkey eventually receives the F-35, analysts say the acquisition would represent a major modernization step for the Turkish Air Force and could enhance Ankara’s military capabilities in regions where it maintains strategic partnerships, including the Horn of Africa.

However, the potential sale is likely to face challenges in Washington, where some lawmakers remain opposed due to Turkey’s continued possession of the Russian S-400 system and concerns over NATO security.

No plans have been announced for Turkish F-35 aircraft to be deployed in Somalia. Nevertheless, the possible return of Turkey to the F-35 program reflects Ankara’s broader effort to modernize its military and increase its influence as a regional security actor.
