ADDIS ABABA — The arrival of Russian Foreign Minister Sergey Lavrov in Addis Ababa on Monday has drawn attention after Ethiopia opted for a relatively low-profile airport reception, with some observers questioning whether the protocol decision carried a broader diplomatic message.

Lavrov, who arrived in Ethiopia as part of an African tour, was received by Ambassador Meles Alem, Director General for European and American Affairs at Ethiopia’s Ministry of Foreign Affairs, rather than by Foreign Minister Gedion Timothewos or another top-level government official.

While diplomatic protocol varies depending on scheduling and circumstances, the reception arrangement stood out given the strengthening ties between Ethiopia and Russia in recent years. The two countries have expanded political cooperation, and Ethiopia’s admission into the BRICS group has further increased engagement between Addis Ababa and Moscow.

Diplomatic analysts cautioned, however, that the airport welcome alone should not be interpreted as a sign of strained relations. They noted that such arrangements are often influenced by timing, availability of officials, and established diplomatic procedures.

Lavrov is expected to hold meetings with Ethiopian Foreign Minister Gedion Timothewos and other senior officials during his visit. The discussions are expected to cover bilateral cooperation, BRICS-related issues, regional security developments, and broader international affairs.

Russia remains a significant political and security partner for Ethiopia, particularly as Addis Ababa continues to pursue a foreign policy strategy focused on maintaining relationships with multiple global powers, including Russia, China, the United States, and European countries.

The visit comes as Moscow seeks to expand its diplomatic and economic influence across Africa ahead of the next Russia-Africa Summit. Ethiopia is considered one of Russia’s important partners on the continent due to its strategic location, regional influence, and role in African multilateral institutions.

The low-key reception has therefore generated debate, but officials and analysts say the outcome of Lavrov’s meetings and the substance of bilateral discussions will provide a clearer indication of the state of Ethiopia-Russia relations.
