MOGADISHU — Somalia’s Office of the Accountant General, under Mohamed Mohamud Abdulle, widely known as Mohamed Dheere, has directed federal government ministries, agencies and offices to begin preparations for integrating the Government Payroll System (Payroll/SFMIS) with the country’s National Identification System (NIRA), in a move aimed at strengthening payroll management, employee verification and oversight of public funds.
According to the directive, the first phase will involve a pilot programme covering five federal government institutions, with implementation scheduled to begin on October 1, 2026.
The planned integration will connect government payroll records with verified national identification information, creating a more centralized mechanism for confirming the identity and status of individuals receiving salaries through the federal government.
The initiative is expected to strengthen payroll controls, improve the accuracy of employee records and provide government authorities with a more effective mechanism for identifying discrepancies in salary payments.
The pilot programme will also allow authorities to assess the technical and administrative requirements for linking the two systems before potentially expanding the integration across other federal government institutions.
If successfully implemented, the system could become an important component of Somalia’s broader digital-government and public-financial-management reforms, linking national identity, government employment records and payroll expenditure through a more integrated digital framework.
Mohamed Mohamud Abdulle (Mohamed Dheere) and the Office of the Accountant General will oversee the implementation of the directive within the government’s financial management framework.
