Burkina Faso Introduces Approval Requirement for Students Studying Abroad

OUAGADOUGOU — Burkina Faso has announced that students seeking higher education abroad must now obtain prior authorization from the Ministry of Higher Education before leaving the country.

The government said the new policy is intended to ensure that overseas studies are aligned with national development priorities and to facilitate the reintegration of graduates into the domestic labor market upon their return.

Authorities did not specify how the approval process will be administered or what criteria will be used to assess applications.

The measure is expected to affect a significant number of students pursuing studies abroad, particularly in countries such as France, which has traditionally been a major destination for Burkinabe students.

The decision forms part of a broader set of reforms in the education sector, which also includes the introduction of a mandatory patriotic immersion programme for new university students.

The government has also suspended a major student union, in what officials describe as efforts to reorganize student representation and strengthen national cohesion within higher education institutions.

The reforms come amid wider policy shifts by Burkina Faso’s military-led government, which has emphasized sovereignty, national identity, and reduced dependence on former colonial powers since taking office in 2022.
