MOGADISHU — When discussing Somalia’s longest-serving Permanent Representatives to the United Nations in New York, two names stand out prominently: Dr. Elmi Ahmed Duale and Ambassador Dahir Osman (Abubakar Baale).
The two diplomats are widely recognized among the country’s most experienced representatives at the United Nations, serving during periods marked by significant political, security, and diplomatic challenges. Throughout their tenures, they represented Somalia’s interests at the UN and worked to maintain the country’s engagement with the international community.
Dr. Elmi Ahmed Duale served as Somalia’s Permanent Representative to the United Nations from 2005 to 2016, making him one of the longest-serving Somali ambassadors to the organization, with more than 11 years in the role. His tenure coincided with a critical period in Somalia’s post-conflict recovery, during which the country sought to rebuild state institutions, strengthen international partnerships, and regain its position in global diplomacy.
Ambassador Dahir Osman, also known as Abubakar Baale, likewise served for more than nine years as Somalia’s Permanent Representative to the United Nations. During his time in office, he became one of Somalia’s most recognizable diplomatic figures at the UN, contributing to the country’s engagement with international partners and multilateral institutions.
Their years of service were characterized by sustained efforts to safeguard Somalia’s national interests, amplify the country’s voice within the United Nations, and strengthen relations with the wider international community during a period of political transition and security challenges.
Both diplomats hail from the Hiiraan region of Somalia. Dr. Elmi Ahmed Duale is from Halgan District in the Hiiraan region, while Ambassador Dahir Osman (Abubakar Baale) is from Mahadaay District in the Middle Shabelle region.
Their lengthy tenures reflect a period of continuity in Somalia’s representation at the United Nations and have earned them recognition among the country’s most notable diplomats. Their contributions remain part of the modern history of Somali diplomacy and the country’s efforts to strengthen its role within the international community.
