President Ruto Signs Division of Revenue Bill 2026 Into Law

NAIROBI — Kenyan President William Ruto has signed the Division of Revenue Bill, 2026 into law, marking a key step in the implementation of the country’s budget and intergovernmental financing framework.

The legislation, assented to at State House in Nairobi, establishes how nationally collected revenue will be shared between Kenya’s national government and the country’s 47 county governments during the 2026/27 financial year.

The law is expected to provide counties with the resources needed to finance essential public services, including healthcare, agriculture, water projects, infrastructure development, and local administrative functions.

Government officials said the measure reinforces Kenya’s devolved system of governance by ensuring counties receive their constitutionally mandated share of national revenue.

The signing comes amid ongoing discussions over fiscal management, public debt, development spending, and demands from county leaders for increased financial allocations to support service delivery and economic growth.

County governments play a central role in delivering public services across Kenya, making the annual revenue-sharing legislation one of the most significant components of the country’s budget process.
