Somalia Election Body Rejects Banadir Appointments

MOGADISHU — Somalia’s National Independent Electoral and Boundaries Commission (GMDQS) on Thursday rejected recent district-level appointments made by the governor of the Banadir Region, warning the move could undermine the integrity of the country’s ongoing electoral process.

In a statement issued on April 30, the commission said it “categorically opposes” the decision by Banadir Governor Yuusuf Xuseen Jimcaale to appoint new district commissioners for Dayniile District and Shangaani District, citing the sensitive nature of the current electoral period.

The electoral body stressed that Somalia is in a critical phase of election preparations, during which administrative changes at district level are not permitted due to their potential to directly affect the conduct, credibility, and neutrality of the vote.

“The commission considers these appointments to be in violation of the Federal Constitution and national electoral laws,” the statement said, adding that existing legal provisions clearly prohibit interference in local administrations during electoral operations.

GMDQS further noted that district commissioners in Banadir are currently tasked with key election-related responsibilities, including logistical coordination, voter organization, and implementation of polling procedures. Replacing them at this stage, it warned, risks disrupting preparations and creating uncertainty in the process.

The commission also raised concerns that such actions could erode public confidence in the electoral system, particularly in a country where elections have historically faced political disputes and security challenges.

While the Banadir regional administration has not yet publicly responded to the commission’s statement, political observers say the dispute highlights ongoing tensions between electoral authorities and local government leadership over control and management of the election process in the capital, Mogadishu.

The commission urged all government institutions to adhere strictly to constitutional provisions and electoral regulations, warning that any unauthorized actions could have legal consequences and negatively impact the credibility of the elections.

Somalia is preparing for crucial elections amid heightened political sensitivity, with authorities under pressure to ensure a transparent, inclusive, and credible process.
