GALKAYO — Somali President Hassan Sheikh Mohamud has received a warm welcome from residents and local officials during his visit to the southern part of Galkayo, which is administered by Galmudug, amid heightened political tensions between the Federal Government and Puntland.
The visit carries significant political and security importance because Galkayo is a divided city, with the southern section under Galmudug administration and the northern section under Puntland. The city has long been a sensitive point in relations between the two administrations.
President Hassan Sheikh’s arrival comes at a time when relations between Mogadishu and Puntland remain strained over a number of political and constitutional issues. Puntland has strongly opposed several policies of the Federal Government and has raised concerns about the direction of Somalia’s political process.
Before the president’s visit, Puntland authorities had expressed opposition to the planned trip and raised security concerns. The disagreement generated additional attention because of the possibility that political tensions could spill over into the security situation in the divided city.
Despite Puntland’s objections, President Hassan Sheikh travelled to the Galmudug-administered side of Galkayo, where he was publicly welcomed. Images and footage from the visit showed local residents and officials gathering to receive the president.
The visit provides President Hassan Sheikh with an opportunity to meet local leaders and residents and discuss security, development, political affairs and federal government programmes in central Somalia.
Political Significance
The visit comes as Somalia continues to face disagreements over the country’s political and electoral future. The Federal Government has been pushing its national political agenda, while Puntland and other political actors have raised objections to aspects of the process.
The relationship between Mogadishu and Puntland has become one of the most important political disputes in Somalia, particularly over constitutional amendments, elections, federal powers and relations between the central government and federal member states.
Puntland has repeatedly called for greater consultation between the Federal Government and federal member states, while the Federal Government has maintained that national institutions must work toward a unified political and constitutional framework.
Galkayo’s Strategic Importance
Galkayo is strategically important because of its location in central Somalia and its role as a major commercial and transportation hub. The city connects communities and trade routes across several regions and has historically been affected by political and security disputes.
The division of the city between Puntland and Galmudug also makes political visits particularly sensitive. Any high-level federal government visit can carry broader political implications because of the competing authorities operating on either side of the city.
President Hassan Sheikh has previously urged Somali political leaders to resolve disagreements through dialogue and peaceful political engagement, while warning against rhetoric that could deepen clan or regional tensions.
His visit to Galkayo could therefore serve both a political and symbolic purpose, demonstrating the Federal Government’s continued engagement with communities in central Somalia.
However, the broader dispute between Mogadishu and Puntland remains unresolved. The two sides continue to disagree over Somalia’s political direction, the federal system and the division of powers between national and regional authorities.
For now, the president’s reception in the Galmudug-administered part of Galkayo demonstrates that the Federal Government retains political engagement in the region, while the contrasting position taken by Puntland reflects the continuing divisions within Somalia’s federal political system.
