MOGADISHU — Somalia continues to face significant political disagreements over governance, elections, constitutional arrangements and the relationship between the Federal Government and the country’s Federal Member States.
President Hassan Sheikh Mohamud’s administration has repeatedly said that it is committed to political dialogue and to moving Somalia toward a one-person, one-vote electoral system. The government has also maintained that the door remains open for consultation with political stakeholders.
However, disagreements between the federal government, opposition groups and some regional administrations have remained unresolved. The African Union Commission said in May that negotiations between the government and representatives of the Somali Future Council ended without consensus and called on all political stakeholders to return to inclusive dialogue based on negotiation and compromise.
The political dispute has also affected relations between Mogadishu and several Federal Member States. Recent reports have highlighted disagreements involving Puntland and Jubaland, while tensions surrounding elections in Hirshabelle and Galmudug have added another layer to the wider political debate.
Against this backdrop, political figures and other stakeholders have argued that President Hassan Sheikh should engage directly with opposing sides and address concerns over political representation, constitutional arrangements and electoral procedures.
Supporters of dialogue say that reaching an understanding among Somalia’s political actors could help reduce tensions and create a more predictable political environment for the country’s state-building process. The African Union has similarly emphasized the importance of political compromise and sustained dialogue in addressing Somalia’s differences.
The disagreements come as Somalia seeks to strengthen state institutions and advance its democratic transition after years of conflict and political instability. The central challenge remains finding an electoral and governance framework that can secure sufficient acceptance among the federal government, regional administrations and opposition groups.
