Somalia Officials Hold Talks on Strengthening Civilian Protection

MOGADISHU — Somalia’s Independent National Human Rights Commission and the presidential envoy for stabilisation and civilian protection have held talks aimed at strengthening coordination on civilian protection and human rights monitoring across the country.

Maryam Qaasim, chairperson of the rights commission, met on Sunday with the Presidential Special Envoy for Stabilisation and Civilian Protection, Cumar Xaashi, in Mogadishu.

The discussions focused on improving institutional coordination between government bodies responsible for human rights oversight, accountability, and the protection of civilians affected by conflict and insecurity.

Officials said the talks placed particular emphasis on the recently approved National Civilian Protection Policy, endorsed by the Council of Ministers, which both sides described as a key framework for strengthening Somalia’s civilian protection system.

The two sides also discussed expanding the role of the National Human Rights Commission in field monitoring, documenting alleged violations, and ensuring follow-up on accountability processes within state institutions.

They stressed the importance of closer inter-agency cooperation to align civilian protection efforts with Somalia’s constitutional obligations and international human rights commitments, while improving information-sharing between oversight bodies and security institutions.

At the end of the meeting, both parties reaffirmed their commitment to sustained cooperation aimed at improving civilian safety and strengthening human rights monitoring mechanisms in Somalia, where civilians continue to be affected by conflict and insecurity.
